x=the first three digits
y=the last four digits

Take the first three digits of your telephone numberxNext,multiply it by 8080xAdd 180x+1Now multiply your answer by 250250(80x+1) = 20,000x+250Next add the last four digits of your telephone number to your answer. 20,000x+250+y
Add the last four digits one more time.20,000x+250+y+y = 20,000x+250+2yNow substract 25020,000x+250+2y-250 = 20,000x+2y and divide by 2(20,0000x +2y)/2 = 10,000x+y

hence, (any 3 digit number * 10,000) + (any four digit number) = the original X and Y in order (forming the telephone number)

NO! You are not dumb.European telephone #'s are different.Here we have a 3 digit prefix and 4 digit number.That is why the trick works.
