Yes...but I always come back with "This doesn't let you off the hook. You may not have been responsible for this, but I'm sure you're guilty of something! I just haven't figured out what it is yet!" That's always good for a laugh and breaks the ice.

Nope, never gotten a parking ticket!

Nope...and I've never been able to flirt my way out of one either. I need boobs!

As a kid we did a couple of times ... actually, at their cars. But not generally.
