I found my youngest sister (who is 13) on a teen chat site, where a 54 year old man asked her to go on cam for him. He was not the only one. There were hundreds of men openly asking for girls as young as 11 to do things on cam for them

Where can I report this?

Aside from the network administrators for the site in question, Scotland probably has governmental authorities who investigate such activities. I wouldn't know offhand what those are, but they shouldn't be to difficult to find. If the situation is as you present it, there's no reason not to go to both agencies.

I've spoken to my mother, who has moved the family PC to the living room, and my sister is no longer allowed to go online when no one else is home.
