New Orleans and outlying towns had plenty of warning of Katrina and were failed by the people whose job it was to protect them, from the Army Corps of Engineers to the city and town administrators.
Sendai had 10 minutes warning after a damaging and disorienting earthquake. The poor buggers never stood a chance.
