The rebels are supposedly the grass roots moms and dads of Libya, rising against a despot. The USA is acting (in concert with the EU) to protect the people from aerial attack by taking out SAM capability and keeping Libyan jets out of the sky. The Libyans themselves will be doing the ground fighting and dying.
