I'm not sure on the laws, but I believe precedent is the only thing that dictates that he rules in favor of those who object. I do find the location, if it's as near as I'm thinking, in bad taste. However, it is also entirely plausible that he ruled the way he did to try and keep the peace. I haven't done any looking into the subject, so all I'm doing is guessing.

My poor, blind, diabetic dog has now been diagnosed with glaucoma in one eye. He's at the hospital over night while they try to get the pressure down. Poor baby has been through enough.
